A small project for a contractor uses a draftsman. They render a plan and communicate for a relatively modest investment. On a remodel, the draftsman can draw up ideas for your contractor. The information is presented to the contractor as working drawings, so he can make a better estimate. Also, the Draftsman can go back and change things easily. But, the contractor MUST be licensed. If permits are not required, the draftsman is less expensive and a good choice.
If you're conceptualizing and want someone to create a rendering you'll want the architectural designer. They take your napkin drawings and build your vision. They're usually artsy types with left brain functions and codes clear in their minds.
A designer is equipped to make recommendations about materials, finishes, textures, the artistic visionary and ability to think out of the box, but around the codes. Their work should be checked by a professional Architect before buy materials.

A committed professional is the architect. Naturally, the cost is much higher than a designer or draftsman, but you're guaranteed it will be structurally sound.
